1803 — Action of 31 October 1803
The Action of 31 October 1803 was a naval engagement between the United States Navy and the Tripolitan Navy during the First Barbary War. During the blockade of Tripoli, USS Philadelphia ran aground while chasing a Tripolitan ship. Philadelphia was captured by the Tripolitans and enslaved its entire crew. The capture of Philadelphia was a major setback for the Americans and was considered humiliating.

The Battle of Chashniki (Russian: Бой под Ча́шниками, Belarusian: Бой пад Ча́шнікамі), sometimes called the Battle of Czasniki (from the Polish spelling - Polish: Czaśniki), was fought during Napoleon's invasion of Russia, on 31 October 1812, between Russian forces under General Wittgenstein, and the French army, commanded by Marshal Victor. This battle was a failed effort by the French to reestablish their northern "Dvina Line", which had crumbled as a result of Wittgenstein's victory at the Second battle of Polotsk just two weeks earlier.

The steamboat Monmouth disaster of October 31, 1837, killed approximately 311 Muscogee people who were being forcibly removed from their ancestral homeland in the southern United States to the Indian Territory, in present-day Oklahoma. The deaths were the result of a nighttime boat collision on the Mississippi River just north of Baton Rouge, Louisiana.

1907 — Montenegrin parliamentary election, 1907
Parliamentary elections were held in Montenegro on 31 October 1907. The elections were boycotted by the Radicals, who had complained of intimidation and claimed that they had been portrayed as hostile to Prince Nicholas. The offices of the Radical's newspaper in Nikšić was wrecked on two occasions, whilst a café known to be a meeting place of Radicals was also attacked. The Conservatives were supported by the royal court and the army. The newly elected Parliament met for the first time on 21 November 1907. Following the elections, 150 members of the Greater Serbian Party were arrested for treason.

The Indianapolis streetcar strike of 1913 and the subsequent police mutiny and riots was a breakdown in public order in Indianapolis, Indiana. The events began as a workers strike by the union employees of the Indianapolis Traction & Terminal Company and their allies on Halloween night, October 31, 1913. The company was responsible for public transportation in Indianapolis, the capital city and transportation hub of the U.S. State of Indiana. The unionization effort was being organized by the Amalgamated Street Railway Employees of America who had successfully enforced strikes in other major United States cities.

1917 — Battle of Beersheba (1917)
The Battle of Beersheba (Turkish: Birüssebi Savaşı, German: Schlacht von Birüssebi), was fought on 31 October 1917, when the Egyptian Expeditionary Force (EEF) attacked and captured the Yildirim Army Group garrison at Beersheba, beginning the Southern Palestine Offensive of the Sinai and Palestine campaign of World War I. After successful limited attacks in the morning, by infantry from the 60th (London) and the 74th (Yeomanry) Divisions of the XX Corps from the south-west, the Anzac Mounted Division (Desert Mounted Corps) launched a series of attacks. These attacks, against the strong defences which dominated the eastern side of Beersheba, eventually resulted in their capture during the late afternoon.

1918 — Aster Revolution
The Aster Revolution or Chrysanthemum Revolution (Hungarian: Őszirózsás forradalom) was a revolution in Hungary led by Count Mihály Károlyi in the aftermath of World War I which led to the foundation of the short-lived Hungarian Democratic Republic. Károlyi had helped establish the social democratic Hungarian National Council (HNC) which demanded the secession of Hungary from the Austro-Hungarian Empire. In the early morning hours of 31 October 1918, with support of the soldiers from the Hungarian Army, HNC protesters wearing the aster flowers helped seize public buildings throughout Budapest. Prime Minister Sándor Wekerle resigned and former Prime Minister István Tisza was murdered.

1984 — 1984 anti-Sikh riots
The 1984 anti-Sikh riots or the 1984 Sikh Massacre or the 1984 genocide of Sikhs was a series of pogroms directed against Sikhs in India, by anti-Sikh mobs, most notably by members of the Congress party, in response to the assassination of Indira Gandhi by her Sikh bodyguards. Official Indian government reports admit to about 2800 deaths across India, including 2100 in Delhi. Other independent sources estimate the number of deaths to be around 8,000, including at least 3,000 in Delhi. The Central Bureau of Investigation, the main Indian investigating agency, believes the acts of violence were organised with the support from the then Delhi police and some central government officials.

American Eagle Flight 4184, officially operating as Simmons Airlines Flight 4184, was a scheduled domestic passenger flight from Indianapolis, Indiana, to Chicago, Illinois, United States. On October 31, 1994, the ATR 72 performing this route flew into severe icing conditions, lost control and crashed into a field, killing all 68 people on board in the high-speed impact.

TAM Transportes Aéreos Regionais Flight 402 was a scheduled domestic flight from Congonhas-São Paulo International Airport in São Paulo, Brazil to Recife International Airport in Recife via Santos Dumont Airport in Rio de Janeiro. On 31 October 1996, at 08:27 (UTC-3), the Fokker 100 operating the route suffered uncommanded thrust reverser deployment on its starboard engine while climbing from Congonhas, making the aircraft stall, roll beyond control to the right, strike two buildings and crash into several houses in a heavily populated area only 25 seconds after takeoff, killing all 96 people aboard as well as 3 on the ground.

The 2010 Ukrainian local elections took place on 31 October 2010, two years before the 2012 general election. The voter turnout across Ukraine was about 50%, which is called low compared to previous elections. The ruling Party of Regions won clear majorities in most regions and big cities throughout Ukraine (except in the west of the country), leaving Batkivshchyna far behind. The Ukrainian nationalistic party Svoboda achieved notable success in Eastern Galicia while Our Ukraine, a major force in Ukrainian politics in the early 21st century, met with total failure. The results were contested by opposition politicians and the Communist Party.

General elections were held in Tanzania on 31 October 2010. The presidential elections were won by the incumbent President Jakaya Kikwete of the Chama Cha Mapinduzi party (CCM), who received 63% of the vote. The parliamentary elections resulted in a victory for the CCM, which won 186 of the 239 elected seats. In the elections in semi-autonomous Zanzibar, Ali Mohamed Shein of the CCM won the presidential election, whilst the CCM also won the most seats in the House of Representatives.

2010 — Ivorian presidential election, 2010
A presidential election was held in two rounds in Côte d'Ivoire (also called the Ivory Coast). The first round was held on 31 October 2010 and a second round, in which President Laurent Gbagbo faced opposition leader Alassane Ouattara, was held on 28 November 2010. Originally scheduled to be held in 2005, the vote was delayed several times due to the Ivorian Civil War and difficulties involved in the organization and preparation of the election. A peace agreement between the government and the former rebel New Forces was signed on 4 March 2007, and in late April 2009, it was announced that the election would be held by 6 December 2009, and that the date would be announced shortly.

The Guerra Revolucionaria (2010) (Spanish for "Revolutionary War") show was a major professional wrestling event produced and scripted by the Mexican professional wrestling promotion International Wrestling Revolution Group (IWRG), which took place on October 31, 2010 in Arena Naucalpan, Naucalpan, State of Mexico, Mexico. The main event of the show was a 20-man Battle Royal where the eliminated wrestlers would all remain at ringside, act as "Lumberjacks" to ensure none of the participants left the ring. Each lumberjack would be given a leather straps they were allowed to use on the still-active competitors.

2010 — 2010 Goiás gubernatorial election
The 2010 Goiás gubernatorial election was held on October 3, as part of the general election in Brazil. In this election, four million citizens from the state of Goiás were eligible to vote to determine the successor to incumbent Governor Alcides Rodrigues, from the center-right Progressive Party (PP). Because of term limits, Rodrigues was constitutionally forbidden to run once he finished Marconi Perillo's term, which he assumed in 2006 when Perillo left the office to run for the Senate. During his administration, Rodrigues parted ways with his predecessor, and went on to support the candidacy of Vanderlan Cardoso, the former mayor of Senador Canedo, from the Republic Party (PR). Despite the Governor's support for Cardoso, the leading candidates were former Governors Iris Rezende of the Brazilian Democratic Movement Party (PMDB), and Marconi Perillo of the Brazilian Social Democratic Party (PSDB). Other candidates included Washington Fraga from the Socialism and Liberty Party (PSOL) and Marta Jane from the Brazilian Communist Party (PCB). As none of the candidates received more than half of the valid votes, a run-off was held on October 31, 2010.
