1465 — Battle of Kashar
The Battle of Kashar (Albanian: Beteja e Kasharit) occurred on 28 October 1465 near the village of Kashar, near today's Tirana, between the Albanian-resistance forces of the League of Lezhë led by Skanderbeg and the Ottoman army led by Jakup Arnauti, during the campaign of Ballaban Badera. Jakup Arnauti and his force initially expected to "meet-up" with his fellow general Ballaban; however, he encountered Skanderbeg's army, leading to the ensuing battle.

1562 — Battle of Corrichie
The Battle of Corrichie, also known as the Battle of Corrichy was a Scottish clan battle fought near Meikle Tap, near Aberdeen, on 28 October 1562. It was fought between the forces of George Gordon, 4th Earl of Huntly, chief of Clan Gordon against the forces of Mary, Queen of Scots under James Stewart, 1st Earl of Moray. George Gordon had defeated the English twenty years earlier at the Battle of Haddon Rig, however at Corrichie he was defeated by Queen Mary's forces, and apparently he died of apoplexy after his capture.

The Battle of Poniec took place on October 28, 1704 in Poniec, Poland, during the Great Northern War. The Swedish Army under Charles XII unsuccessfully dislodged the Saxon Army under Johann Matthias von der Schulenburg through several cavalry charges. The Saxons had deployed in a massive square formation near the village of Janiszewo, west of Poniec.

1707 — 1707 Hōei earthquake
The 1707 Hōei earthquake (Hōei jishin 宝永地震) was a large earthquake that struck south-central Japan at 14:00 local time on October 28, 1707. It was the largest earthquake in Japanese history until the 2011 Tōhoku earthquake surpassed it. It caused moderate to severe damage throughout southwestern Honshu, Shikoku and southeastern Kyūshū. The earthquake, and the resulting destructive tsunami, caused more than 5,000 casualties. This event ruptured all of the segments of the Nankai megathrust simultaneously, the only earthquake known to have done this, with an estimated magnitude of 8.6 ML. It might also have triggered the last eruption of Mount Fuji 49 days later.

The Siege of Koppal (28 October 1790 – 7 April 1791) was conducted during the Third Anglo-Mysore War by forces of the Nizam of Hyderabad under the command of Mahabat Jung, assisted by a contingent of British East India Company forces. The siege was poorly conducted, and the garrison surrendered principally because Bangalore had fallen in February 1791. The Siege of Koppal (28 October 1790 – 7 April 1791) was conducted during the Third Anglo-Mysore War by forces of the Nizam of Hyderabad under the command of Mahabat Jung, assisted by a contingent of British East India Company forces.

1806 — Battle of Prenzlau
In the Battle of Prenzlau or Capitulation of Prenzlau on 28 October 1806 two divisions of French cavalry and some infantry led by Marshal Joachim Murat intercepted a retreating Prussian corps led by Frederick Louis, Prince of Hohenlohe-Ingelfingen. In this action from the War of the Fourth Coalition, Hohenlohe surrendered his entire force to Murat after some fighting and a parley. Prenzlau is located about 90 kilometers north of Berlin in Brandenburg, Germany at the intersection of routes B109 and B198. After their catastrophic defeat at the Battle of Jena-Auerstedt on 14 October, the Prussian armies fled north to the Elbe River with Emperor Napoleon I of France's victorious army in hot pursuit.

The Capture of Orizaba was a battle of the War of Mexican Independence that occurred on 28 October 1812 at Orizaba, Veracruz. The battle was fought between the royalist forces loyal to the Spanish crown, commanded by General José Antonio Andrade, and the Mexican rebels fighting for independence from the Spanish Empire, commanded by José María Morelos y Pavón. The battle resulted in a victory for the Mexican rebels.

The Battle of McGuire's Store (28 October 1862) was fought at McGuire, Arkansas, near Elkins, between Union forces led by Brigadier General Francis J. Herron and Confederate forces under Colonel Jesse L. Cravens during the American Civil War. The skirmish was the result of an attempt by Union Brigadier General John Schofield to trap a body of Confederate cavalry reported to be at McGuire's Store.

The Battle of Wauhatchie was fought October 28–29, 1863, in Hamilton and Marion Counties, Tennessee, and Dade County, Georgia, in the American Civil War. A Union force had seized Brown's Ferry on the Tennessee River, opening a supply line to the Union army in Chattanooga. Confederate forces attempted to dislodge the Union force defending the ferry and again close this supply line but were defeated.

1864 — Second Battle of Newtonia
The Second Battle of Newtonia was fought on October 28, 1864, in Newton County, Missouri, as part of Major General Sterling Price's Missouri Expedition of the American Civil War. Price's Confederate cavalry force was in full retreat following its expedition into Missouri. On October 28, 1864, it stopped to rest about two miles (3 km) south of Newtonia, Missouri. About 3:00 p.m., Maj. Gen. James G. Blunt's Union cavalrymen spotted the rear of Price’s supply train entering the woods south of town on the Cassville road. McLain's Colorado Light Artillery, supported by the 15th Kansas Cavalry, opened on the rebels.

The Battle of Morristown took place during the American Civil War in present-day Hamblen County, Tennessee on October 28, 1864. Union forces under General Alvan C. Gillem attacked Confederate forces under General John C. Vaughn who were defending Morristown, Tennessee. Vaughn's Confederates were routed and Gillem's forces pursued them into nearby Russellville, Tennessee.

Legislative elections were held in France on 14 and 28 October 1877 to elect members of the Chamber of Deputies. They were held during the Seize Mai crisis. President Patrice de MacMahon dissolved the Chamber of Deputies elected in 1876, in the hope of a conservative and royalist victory. Although royalists lost seats, Bonapartists increased their seat total over 1876; the Republicans lost 80 seats, but retained a majority.

1957 — Israeli presidential election, 1957
An election for President of Israel was held in the Knesset on 28 October 1957 following the end of Yitzhak Ben-Zvi's five-year term in office. Ben-Zvi stood again, and it was suggested that Yosef-Yoel Rivlin (father of Reuven Rivlin) would run against him as a representative of Herut. However, in the end Rivlin did not participate in the election. Although Ben-Zvi was the only candidate, a vote was still held. He was re-elected with 76 of the 94 ballots cast; the other 18 votes were blank ballots. 26 Knesset members did not vote. Ben-Zvi's second term began on the day of the election.

All 350 seats in the Congress of Deputies were up for election, as well as 208 of 254 seats in the Senate. 1990 — Tanzanian general election, 1990
General elections were held in Tanzania on 28 October 1990. The country was a one-party state at the time, with the Chama Cha Mapinduzi as the sole legal party. For the National Assembly election there were two candidates from the same party in each constituencies, whilst the presidential election was effectively a referendum on CCM leader Ali Hassan Mwinyi's candidacy. The number of constituencies was increased from 119 to 130. Voter turnout was 74.4% of the 7,296,553 registered voters. Following the lifting of the ban on other political parties in 1992, this was the last one-party election to be held in Tanzania.

The 28 October 2009 Peshawar bombing occurred in Peshawar, Pakistan, when a car bomb was detonated in a Mina Bazar (Market for women and children) of the city. The bomb killed 137 people and injured more than 200 others, making it the deadliest attack in Peshawar's history. Pakistani government officials believe the Taliban to be responsible, but both Taliban and Al-Qaeda sources have denied involvement in the attack.

The Ukrainian parliamentary election of 2012 took place on 28 October 2012. Because of various reasons, including the "impossibility of announcing election results" various by-elections have taken place since. Hence, several constituencies have been left unrepresented at various times. Unlike the two previous elections, this election used a mixed voting system (50% under party lists and 50% under simple-majority constituencies) with a 5% election threshold and the participation of blocs of political parties was not allowed any more. The method of 50/50 mixed elections was used previously in 1998 and 2002. The election campaign was limited to 90 days.

On 28 October 2013, a car crashed in Tiananmen Square, Beijing, in what police described as a terrorist suicide attack. Five people died in the incident; three inside the vehicle and two others nearby - one Filipino and the other a Chinese citizen from Guangdong province.
